People Want a King Samuel was a judge and prophet of the highest integrity yet, at the end of his life, the Hebrew people wanted Samuel to help them establish a new system of governance. Samuel would usher in a new historical period known as the era of the kings. It is natural for people to seek leaders, and naturally, people think their preferences should define good leadership.
